There was a discussion that I recall, having a very similar description. I think I found the thread I recalled, subject "IBM i Access windows don't save size", using the following Google web search [bypassing the archive.midrange, pending that coming back online]:
"window size" "7.1" "client access" site:gmane.org

I think the OP gave an update a few months later with resolution. I think the resolution was to copy some files from one directory to another. There were a lot of messages with that specific subject line.
