I've also seen it happen with SMTP (when I *know for sure* it was down), and
FTP.

If I wait a couple of minutes and try 'R', it might fail with the same
"Another job is starting or ending TCP/IP or IP over SNA" message;
otherwise it'll work.

Any ideas on what I should look for as getting the way of the web
server restart?
