You are correct. 95% or more of the 'pain' in getting it 7.1 is already past when you get to 6.1.

For 7.1 Usually it's simply a matter of the vendor testing/certifying the release.

Of course, there can be other things specific to 7.1 - but the object
conversion is the most obvious and is the same for 6.1 and for 7.1.
