Actually you can with exit point programs. It's not that difficult to do.

I've had it working on my system for years now. You can also prevent ftp

subcommands from being accessible via exit programs.

From what I could see there's no customization in iNav to change, by
individual, as to whether or not someone is in the stream file system or
the qsys.lib file system. I do not think you can set that by exit point
either.
