In our JDE installation (supporting 53 JDE environments for various
countries around the world), all of the base JDE files are have CCSID(65535)
[no translation] specified.

For double-byte JDE environments, certain fields in some files are
designated as Open ('O') rather than Alphanumeric ('A') in the field type of
the DDS for both the database file and the corresponding field in the
display file used to maintain the value.

In countries which have double-byte languages, for example Japan, the PC5250
configuration is set to use CCSID(939), so that the display data management
automatically properly handles the double-byte values displayed/entered on
the screen so that they have the necessary shift-out X'0E' and shift-in
X'0F' characters surrounding the double-byte characters that are entered
during data entry.
