What does he mean by "the double byte version of the OS"?

Since v5r3(?) there's only been one version of the OS; which supports
both SBCS and DBCS.

Prior to that there was indeed a "SBCS version" and a "DBCS version" of the OS.

If your customer is on v5r3 or higher, I assume he simply means that
the box has a DBCS language installed as primary...

In any event, what's the problem?
