I obviously cannot say for certain but this 'smells like' a procedural
problem during the upgrade. Potentially some things were done out of
order or not completed or possibly something not installed.
Run CHKPRDOPT *OPSYS and view the results. You WANT message CPC0C20 - No
Errors.
GO LICPGM and take option 10 and review for any products that are
highlighted as in error (perhaps 5761TC1 for example also QGPL and
QUSRSYS flagged as *BACKLEVEL) Also verify that 5761TC1 is V6R1M0 level.
Check your PTF stati (DSPPTF and review that) as well as WRKPTFGRP to
see if there are groups 'Not INstalled'
You should NOT need to copy commands into QSYS.

We found that some commands were missing from QSYS, for example the FTP, QSH, CPYTOPCD. We had to duplicate them from there product libraries into QSYS. Does anyone know why this need to be done.
