Happens the same to me, also in a 8203-E4A. IBM requested us the VLOGs, and according to them the cause is a corrupt header (logical file). We deleted that file and tried again, but failed once more. Now it is another header. We'll see what they say afterwards.

Have you tried recreating all the tables etc. in a new library from
scratch and then copying only the data to the new objects?  I would think
this would fix your problem.  Just might take a little time.
