I think the OP's problem is differentiating between what SQL "can't
handle" and what the users/developers of said SQL "want to handle". There
are a couple of ways to skin this cat. One is to strip said characters.
The other is to move from to a "don't mind handling" from the "don't want
to bother with" camp.
He has made a business decision to strip said characters. Perhaps this is
based on just how many people do you really know with a percent sign in
their name? (I'm not talking about rock bands with backwards letters or
children of acid freaks.)
Regardless of whether or not you would choose the decision he did are you
willing to suggest characters to strip out?

The first one that pops to mind is just the percent symbol.
Does Chinese SQL use the percent symbol?
Does SQL on other platforms substitute asterisks for the percent symbol?
