Why are you not able to vary it on?
Is it because someone tried varying on TAP03? If so, vary TAP03 off.
Is it because the resource name is invalid? Which may happen if
maintenance was performed and the card was moved/replaced/etc. Then use
WRKHDWRSC *STG to find the resource name. If you're good, there's an easy
way in STRSST to rename the new resource name back to the old. Anyway,
this resource name must match in your device description.
Does it have a status of failed? Then vary it off and try 1 <F4> to vary
it on and change the default of RESET(*NO) to *YES.
Read the help on the reason why the vary on failed.

Now if you want to recreate it, use
WRKDEVD TAPMLB03
9=Retrieve source
Then you can use that to recreate it.

Then there's advanced stuff like using STRSST and "concurrent maintenance"
to power off/on the card that the tape library is connected to. Not too
tricky.
