And which subsystem or application server do you restart when you
upgrade the libc?

Also, all LIC PTFs on the IBM i also require a restart, so i don't
really see your point. No OS does this any better.

a whole boot process is highly problematic for a server that facilitates
many purposes - hence why many vendors probably recommend their application
run on it's own instance of Windows.

Why should this be a problematic?

If you have a service that requires 7x24 availability, you'll need to
have a cluster anyway. Just reboot one cluster member after the other.

If you don't require 7x24, reboot in the off hours. If your
environment is configured properly, it's a non issue.
