The simplest is if you can get the vendor to send a tiny (1 byte?) file as the last file in the transfer. When that file exists they are done. Other options are for them to send the data file with a .tmp or .part extension and then rename it when done. Of course you could get more complicated and use APIs to watch for TCP connections from their address and monitor them but that's no fun either. I very much like the tiny 'flag file' option when I can convince the sender.
