I have a service program written a few years ago that has a function to
check for active jobs for a given job or job, user or job, user and job
number. It uses system API's to get the information.
I can send you the code.

What exactly do you mean with active PGM in an inactive job?
For what purpose, just curious?
I think it will be using the List Active Jobs API combined with the
Retrieve Call Stack API, as you alredy said.
