It is not a configuration issue - at least, not for the message
you listed. That has to do with converting a program for running
under V6R1, and that is not a config thing.
If the service program had been user-created code, then I would
expect the conversion should take place. However for code that is
IBM-supplied and\or the code runs in system state, I believe the
object is not considered eligible for conversion. I expect that the
service program is properly failing to convert, as unsupported to do
so, and that the problem is with the code that is using that service
program versus the other newer service program in the other library.
FWiW I saw references to that service program name on the web
[site:ibm.com], with indications that it is invoked when handling a
plugin; that is consistent with my earlier reply.
