Are you looking for this during a specific job or time? There has to be
some means of doing this since I know CCSS QMessage Monitor does something
at least close to this.

Do you want the condition NOTMSGID(CPF9801) be true when no exception
message was sent? In other words would NOTMSGID(CPF9801) mean "any
message
ID other than CPF9801" or "no message or any message that is not CPF9801"?
