If I power it down and remove power, will it reset the IP address of the
port back to the default, or only if I remove the cable from the port, or
never until a "hard" FSP reset is done like you mention.

What browser are you using? Older versions of the FSP firmware have
serious SSL compatibility issues with modern browsers.
Can you telnet to port 443 of the FSP IP address? If yes, then it's
most probably an SSL issue.
If not, try restarting the FSP (shutdown all LPARs, remove power from
the machine, power it up again).
In the worst case, you can reset the FSP to it's default settings -
however there are some important things that should be considered
before doing this. There's a little dip switch on the FSP card witch
after moving to the other position will completely reset the FSP. But
don't do this without reading the appropriate documentation.
