I use emacs. with xhtml or xml it does syntax chequing for you, and helps with the available options.

You can easily create static HTML pages using most word
processors.

That may be okay for a quick and dirty solution, but HTML generated from
Microsoft Office is horribly formatted, and a terrible example to learn
from.

At some point, go to http://www.w3schools.com/ and begin with their
tutorials. Properly designed & formatted HTML is so much easier to work
with - over time.
