We wound up deleting all the QPADEV* devices on the system, and then
everything seemed to work perfectly. I don't know if there was a "bad"
device out there or what. What was odd was that telnet would work from the
console, from a DOS prompt, but not from another machine's client access
session (i.e., I am connected to SystemA with Client Access, and I issue the
command telnet '192.168.1.201' to connect to SystemB from the command line).

Once I deleted the QPADEV* devices, then client access terminal emulation
session would also connect to the system.
