This is can be a difficult issue for HA and partitioned systems. It
depends on the vendor and your nogotiating abilities. Some vendors want
full price, including maintenance charges for the HA system (even though
no one is using the system), some will only charge a nominal license fee,
some will only charge annual maintenance fees, others fall somewhere in
between. Some say their package will run for some number of days with out
keys, and to call them for keys if you need to run on the HA system in a
disaster situation. Your negotiating skills can also make a big
difference in your costs. Is some cases it becomes worthwhile to switch
from one vendor's product to another vendor, especially for utility
products.
