I think that one of the most important commands is the one to find the
command they need.  SLTCMD will give them a list of commands that they may
be looking for.  Along with that the concept of how the commands are named
using the 3 letter contraction (for the most part).   They will need to have
appropriate authority to do what they need, like control printers, tape
devices, do saves and restores, reset passwords, etc.  All of that is up to
you and your company to determine what the job duties are for the operators.
Are they also help desk?  Do they need to vary on and off devices?

CRT*
CFG*
CHG*
CHK*
CLR*
CPY*
END*
HLD*
INZ*
RMV*

Yes - several commands need to be restricted.  PWRDWNSYS is an important
one, as is STRSBS or ENDSBS and DLT* or RMV* all depending on their level of
need to do operations, and level of knowledge and competence.
