Still dunno why the CPYF just sat there until the session timed out, but I got DSPPFM to work, and I found the problem with the test program: I was doing a CHAIN that I should have known wouldn't work (partial key that wasn't even a complete keyfield -- duh!). As soon as I replaced it with a SETLL, a READ, and an explicit check to see if I'd found a matching record, the test program worked just fine.
