It wasn't available to be shipped with V5R3 because of the export restrictions at the time. It had to be kept separate, and the rules about distributing it varied from country to country. (The laws changed, and in V5R4+ it's shipped with the OS CDs)

It wasn't a big deal, you just asked your business partner and they shipped it in a few days. It was easy.

However, V5R3 was withdrawn from marketing more than a year ago... (Jan 4th, 2008 is the withdrawal date) That means you can't order new copies of V5R3 software anymore. You can get support, but you can't order it... so this CD is hard to get, now.

Personally, I don't understand why you're upgrading to V5R3. If you're going to go through all of the effort of an upgrade, why not go to the latest and greatest, rather than one that's already obsolete? I mean, program support for V5R3 ends in 2 months...
