interactive SQL /session/ attributes, rather than coming from *JOB, or

the job attributes might be more relevant than what is in the *USRPRF.
The F13=Session [or whatever PF13 is called] is the final arbiter in
special value resolution for both SRTSEQ and LANGID I believe, so F13
must also be compared between the sessions.
