time, making sure they adhere to the tier design of the app.

Sure. First they make development complicated. Then they give you tools to control developers. How about controlling the number of classes in the .Net framework? The last report was 11,000+ classes and 100,000+ members.

Maybe this is inspired by the outsourcing of programming to
offshore locations. Corporate designs the app, then uses teams
of programmers on the other side of the globe to code it.
