Default CCSID is based on the Language Id of the Job if the Job CCSID is 65535. In this case ENU (US English) is causing the default CCSID to be 37 (US). Bruce Vining noted that here - http://archive.midrange.com/midrange-l/200606/msg01146.html

You can't create a file with CCSID(65535) unless you specify it in the DDS (see my previous response on how to do what you want), which is why it is using CCSID(37) and subsequently 937 for your open fields.

System values:

QCCSID is 65535
QCNTRYID = US
QIGC = 1
QIGCCDEFNT = *NONE
QIGCFNTSIZ = *NONE
QLANGID = ENU
QSETJOBATR = *NONE

When I do WRKJOB and view job definition attributes,

Language identifier = ENU
Country or region identifier = US
CCSID = 65535
Default CCSID = 37

On my user profile, all parms say *SYSVAL
