Really for clarification, the manager is the FSP, and the interface into the
FSP to manage it is via the HMC and IVM for partitions, and via the ASMI for
a direct interface but that has no partition information.

First partition was numbered 0 when it was the managing partition - before the HMC came on the scene with system i. The 520 (and derivatives), 570, and 595 have first partition numbered at 1 - because now the managing "partition" is the HMC or IVM (yes - I know that is a loose interpretation).
