In this case, yes. It's not a security-veto trigger (it would have to be
a BEFORE trigger for that, anyway), or even a security-audit trigger.
Rather, the purpose of this trigger (shared across several files in a
library) is to produce side effects (e.g., issuing emails, generating
records in other files in the library, and so forth), according to a
user-supplied script, if *anything other than the trigger program
itself* changes one of the triggered files.
Remarkably, in spite of incorporating a parser for the scripts, and
being universal across many different files, and being capable of doing
lots of things that *ought to be* time consuming, it doesn't put much of
a load on response time.
