I have tasks to not run when system not busy, so general plan:

1. During week, add tasks to a Job Queue that's not assigned to any
subsystem, so the tasks not running yet
2. When no ueers there, like weekend after backup, assign JOBQ to a
subsystem, make sure the stuff running
3. When jobs completed, unassign JOBQ from the subsystem

It has been so long since last time I did this, it has fallen out of my
brain how to

assign a JOBQ to a sub system
unassign it
