Did you increase the LIC, are you coming from V5R3M0 or V5R3M5 of LIC?
Did you load the PreReg PTFs before starting?
Also, check out this APAR, II14310 to make sure you have all the required
PTFs

Subject: Upgrade V5R3 to V6R1 via Image Catalog - VFYIMGCLG failing
I am preparing to upgrade from V5R3 to V6R1 this weekend. I was hoping
to use the image catalog. I loaded all of my media to the image
catalog, preselected the licensed programs to install, and accepted all
of the license agreements.
But when I do the VFYIMGCLG IMGCLG(UPGRADES) TYPE(*UPGRADE), it fails on
me. There are 2 error messages in the job log:
CPDBC27 - File not found
CPDBC22 - Required image for type *UPGRADE not found in catalog
UPGRADES. Reason code 2.
Reason code 2 says An OS/400 image was not found.
Has anyone else run into this same issue? I guess I could forgo the
image catalog on the upgrade - it's only 4 DVDs, but I'm concerned that
maybe there is something wrong with the media???
