This has likely been brought up at some point by others. I will look at the
archives, but am running late, and hoped that I might either find the answer in
the archives later tonight, or somebody out there might be able to point me in
the right direction.

I have been using FileZilla to send data to a business. Some time ago, I tried
using FTP over SSL and it failed, thus the FileZilla.

That was a long time ago.

Just tried FTP over SSL again. Something different happens. I receive this:

Secure connection error, return code -95.

Pressing help reveals that -95 is: -95 No keyring file was specified.

How do I specify a keyring file using the FTP command? There does not seem to
be a command line parameter. Related questions: What is a keyring file and how
is it maintained?
