Maybe the solution, then, is to bump it up to 2 or 3, but that
is a change that is not taken lightly and requires planning
before implementation.

Changing the password level also requires an IPL. We got blindsided on
this because someone was exploring the system values and changed it on our
system. They didn't tell anyone, but the next time we IPLed (once a
quarter), we suddenly had new password rules and long passwords. This WILL
break communications between connected systems, if all systems are not
using the same QPWDLVL. The long password will also change the spacing on
the signon screen, so if you have a customized signon screen you will have
to review this before making the change.
