I would use http://pluta:2001 to set up the server. You may need to install the relevant software and issue the command STRTCPSVR SERVER(*HTTP) HTTPSVR(*ADMIN) first.
As far as how long it takes to set up, it's tied to the complexity of your desired outcome, but here is a rough guide for someone who has done it 2 optionally 3 times in the past.
(prev attempt 1) + (prev attempt 2) [+(prev attempt 3)] / (2[+1])
