They do.
Do a google search on IBM Virtual Loaner Program. It started out being only
for vendors and the like, but now I think it has opened up some more. Note
it isn't for long term but instead for short stints where you need to test
your product on a different OS or configuration.
NOTE: Make sure to read the agreement they prompt you with while signing up.

IMO, this is something IBM should offer to developers. Provide host access
to a development server (managed by IBM) with access to all developer tools
(based on subscription) and technical support to developers trying to learn
new technologies. IBM has done very little to stimulate the development of
new programmers on this platform. Access to systems for "play time" is
restricted by many employers (rightfully so, for production servers)...
