That's always been my philosophy:

If QTEMP is in the library list it belongs at the top of the *USRLIBL portion. It does not belong in *SYSLIBL portion.

QGPL belongs at the end of the *USRLIBL portion. It does not belong in *SYSLIBL portion.

Application/utility libraries belong in between QTEMP and QGPL. They do not belong in the *SYSLIBL portion.

Utilities driven by commands or menus can make use of the *PRDLIBL portion if they choose.

I also think references to temporary objects should always be qualified (but I'm guilty of not always following my own advice).
