Never met him so can't comment on the "goofy" part but he is correct
about VRM430. Memo to Users states:

Security Considerations

Security Level 10: For V4R3, IBM is dropping support for security
level 10. IBM will not accept
APARs for problems that cannot be recreated at security level 20 or
higher. Also, you can no longer set the QSECURITY system value to 10.

If your current release is at security level 10, and you install
V4R3, your system can remain at security level 10. However, IBM
recommends security level 40 or higher.
