I can confirm that you can no longer change back to security level 10.
This was done several releases ago -- I think pre-V5R1 perhaps V4R3, but I
know for sure it was removed in V5R1.

It's not listed as an option on CHGSYSVAL help text, Rob. The lowest
value
listed for QSECURITY is 20.
