I would like to point out that the DST concerns, that exist with some
application offerings, are independent of the DST enhancements made to i5/OS
in V5R3. The need to bring down some application software when time moves
backward predates the ability for i5/OS to automatically adjust local time.

There was no "underprediction" of the impact moving time backwards can
cause -- it was a concern before V5R3 and continues to be a concern. IBM
simply removed the need for users to remember to change QTIME and QUTCOFFSET
due to DST observance.

More time zone definitions have been made available since V5R3. In some
cases due to incorrect rules being specified in the initial release, in
other cases due to legislative changes in various geographies.

When IBM defined the Daylight Savings Time stuff, they (modestly)
underpredicted the effect of time going backwards abruptly. Apparently it
screwed up SAP from what I heard, and timed operations in BRMS were
somewhat affected. More time zones were added to V5R3 by PTF, and several
more added in V5R4.

There was a big push to modify time zones for V5R4, but this was abandoned
when the release was pushed out.

Savings Time (DST)?

Apparently going through that confuses some software pretty badly.
