This is a guess, based on the assumption that you are talking about your office network? I suspect you've right-clicked the network connection, and tried the "repair" option?
What sometimes fixes things for me is to power off both the router and modem and then reset both the router and the modem.

However, to change the IP address if your machine is configured to get an address automatically, you can shut off the PCs on the network, and then restart them in a different order, as your router issues the IP numbers on a first-come, first serve basis, probably stating at 100 if you haven't changed the defaults.

IPCONFIG does not work. Hard coding an IP address does not work. A system restore does not work. I'm stumped.
