But it's mostly used to configure interfaces.

If you're behind a DHCP server, ipconfig /release and ipconfig /renew
will likely yield the same result.

You said that ipconfig does not give any output and just returns you to
the command prompt. This would indicate that your machine is broken in
some way. I would suggest you to ask your windows administrator to fix
it.

IPCONFIG does not work. Hard coding an IP address does not
work. A system restore does not work. I'm stumped.
