Can it be as simple as having the SQL Server pgms just connect
& read files on the system i?

At one level yes. But there are two caveats. First, that does add
additional load to your System i, depending on the size/load of your
System i that may not be an issue, but it may be. Secondly, you said "
iSeries or the MS Server may go offline for a while..." if the iSeries
is offline, do you still need the executive management system online? If
the data is in SQLServer it would be, if SQL is just a passthrough to
the System i then if the System i is offline so is the executive's
system.
