I definitely wasn't speaking of this sort of service as a replacement
for a production system. My thinking is geared towards PIE and the one
man or small shop's development needs.

The agreement would cover who owns what, but it would probably say you
only own your own data & apps and IBM owns the rest and that at contract
end IBM would provide an electronic copy of the *NONSYS libs and the IFS
once they review to make sure no IBM objects are included.

Sys Admin functions could be added as extra-cost items. That would
probably preclude HMC access but most things you'd need would be
available for a slight extra cost. You could use virtual tape to play
with BRMS or pay a little more for a dedicated tape drive.

For the HMC, IBM would have to change the HMC security model before they
could restrict you to only controlling at your own LPAR. Not that it
couldn't be done, just that it so far hasn't.
