You could build one from either socket or exit point connections, and
this could be made to work for FTP, but your efforts to track telnet
would likely be hampered by the fact that many clients connect to the
/400 with the near-anonymous profile 'QTCP'.

If you were to force telnet users to use the TN5250e protocol, you could
require (and enforce) the user name with the connection protocol. It is
also possible to add a logger to everyone's initial program that would
record this information. It all depends on what _business_ problem you
are trying to solve.
