I think you have to look at the reason jobs are going to China and India.
They go there because labor is cheap and the workers are plentiful. Every
dollar and project the US sends over there makes them a richer nation and
that will soon make them similar to the US in regards to regular priced
labor and average availability. I am thinking China will take much longer
to reach this point simply because of the population, but at some point
things will change/even-out globally and it won't make nearly as much sense
to outsource.
That's my take on it.

India or China (or other cheap labor countries) long before we reach 2040 -

IBM had few workers in India in the year 2000 - today they have over 50,000,
expected to top 100,000 by 2010.
