Basically for the same reason some use RPG ILE model vs RPG OPM model. By using a CLLE and binding modules together, you can validate at program creation time that the modules will work together (parameters) or else they won't bind. Plus, if by chance someone changes a CLP by adding a parameter and forgets to update PGMC, PGMC will fail. By binding CLLE module, and changing the module, until an UPDPGM is issued the program will continue to work even though the module has changed. This is just one example, there are more.
