Re: copy failure

Sounds like multiple jobs are updating this file.  One job is writing 
records to it underneath commitment control.  However, it has not 
"committed" the records.  That's issue one.
Second issue is that you are copying records from one file to another and 
you have duplicate keys.  Is that, or is that not, a problem?  If you do 
care, then I'd think about how to handle that.  Some sample logic:
dou EofChifmtsbk();
  check for existing record in CHIFMTS;
  if exists;
    // add quantity to existing record and update it
  else;
    // add new record to chifmts
  EndIf;
EndDo;
