Pat,Integrated Development Environment - is just that. An Environment where we can do MANY things at once. (not sure about InteRgrated :-). Instead of SEU-RPG, then compile, then debug, then SEU-DDS, then compile, then.... we can see ALL of these source members at once, and we can perform all of these tasks from a single place.
WDSc is an IDE - PDM is not.It is my opinion that WDSc is a better tool. I assumed it would help improve programming techniques for most programmers. With the backlash here, I see that is not the case.

Perhaps you have come across a newer development method that does a similar thing ??? I have been a developer for a good many moons and I don't recall ever seeing a different method. Could you share your definition of "Intergrated Development" ??
