RE: CHGIPLA STRPRTWTR(*NO)

I best way I can see to handle this is to change the outq to not
autostart the writers CHGOUTQ MYOUTQ AUTOSTRWTR(*NONE) then have a
section of my startup program (or other process) to selectively start
the writers.

Astonishing ! I never used this value, but I alwas thought it was
