Not sure what you mean by tool-agnostic, but it would be nice for the web
side presentation to look something like the invoice.
This client is not programmer intensive, so the project has to be simple
enough for an old goat like me to be able to do with some artistic help
from a youngster.

Sounds like standard fare for any of the web solutions available. I'd
hit it w/ASP.NET, but Joe would use JSP (or PWC) and others would use
Net.Data or Webfacing/Hats. No matter what it's a small project and
probably a good proof-of-concept choice for any of the technologies.
Or are you looking for a tool-agnostic user-interface solution. IOW, not
a technical "how" but a look/feel "how"?
