I mostly agree. i5/OS doesn't quite have the UI tools to manage mainframe-class operations, as well as being short in a few deeper technical areas necessary. Much of the UI is designed with "midrange" firmly in mind.
WRKACTJOB when there are 20000+ jobs running, for example, is fun; just a bit of scrolling. Though there are certainly Series i systems that encroach mainframe space, they can be a challenge to manage using native tools. And at the real upper levels of the mainframe class...? I doubt anyone would want to try (for very long).
