Not quite,  You can do so using all sorts of different methods.  You can
process as a stream file using those API's.  Perhaps a tape file
definition.  You read in blocks and parse by the EOR identifier.  If it
is a data base file with variable length fields, well that is read
directly.  What is the source / type of the file?
